容器可靠复刻,self-hosted runtime job 仍依赖真实本机/runner 上的 CUDA、cuDNN、TensorRT 和签名环境。详见 `docs/articles/zh-cn/local-actions.md`。 runtime 包现在和 managed 包独立版本。日常维护优先只发布 `JYPPX.TensorRT.CSharp.API` 到 nuget.org 和 `nuget.org` 时,仓库 secret `NUGET_API_KEY` 应填写 NuGet 官网生成的纯文本 ASCII API key。这个 key 必须仍然有效,并且必须对 `JYPPX.TensorRT.CSharp.API` 这个 package ID 或其所属账号/组织拥有 push 权限。managed-package workflow 会在发布前校验该 secret;不要把加密后的本机凭据或机器导出的 token 片段填进 `NUGET_API_KEY`。如果推送阶段返回 nuget.org `403`,说明 key 无效、过期或没有该包 ID 的权限,需要用包 owner 账号重新生成有 scope 的 key 后再重跑 managed-only workflow。 ## 仓库布局 ```text build/ CMake modules import、post-publish clean consumer evidence 和 strict close admission 串成同一条 blocked owner-action 链路。它们只是执行映射和收敛包:不会运行 runtime smoke、不会发布包、不会批准公开发布、不会关闭 release issue,也不能在缺少真实外部 logs、SHA256、package metadata、native asset evidence、host metadata、Owner review 以及 `-RequireExistingLog` / `-FailOnNotProof` 严格 validator 通过前提升 runtime/post-publish proof。
