Support cmake_build and cmake_install 涉及ISSUE：https://gitee.com/src-openeuler/cmake/issues/IAND9Y?from=project-issue 兼容性设计： 修改macro文件，为避免对仓库中其他PKG使用%cmake宏的影响 采用不改动%cmake的方式，新建一个和%cmake_build 和 %cmake_install配套的宏 %cmake_conf : 其实现是在%cmake的基础上增加对编译路径的设置 整体上本次pr的修改： 1）不改动原有宏的使用方式（不修改 %cmake） 2）所有改动均属于新增宏定义（%cmake_conf %cmake_build %cmake_install） 3）后续所有修改也基于新定义的宏来改，同样不会影响原有 %cmake的使用 实施后可达到不影响已有软件包编译的效果。 抽测验证记录：  本地验证aom编译成功，未影响%cmake3 即%cmake的使用
